In September 2019, ESRI Inc. announced that SOAP API would be deprecated during the release of ArcGIS Enterprise 10.7.x, and no further development would be done on the API. With the introduction of Utility Network user type in ArcGIS Enterprise 10.8.x, it was confirmed by ESRI Inc. that SOAP API would not support Utility Network. This has caused concern for the utility industry, as many external systems, such as ERP, Network Operations, Mobile Applications, etc., are integrated with GIS using SOAP.
Converting these integrations from SOAP to REST can be a time-consuming and costly process, potentially running into millions of dollars. However, we propose an alternative solution that can enable seamless integration with the ESRI Utility Network without converting all integrations at once.
Our solution involves introducing a middleware that can convert SOAP requests to REST requests and REST responses to SOAP responses. This enables integrations to continue operating seamlessly without disruption. Once the conversion to the ESRI Utility Network is complete, mini projects can be initiated to gradually convert integrations one by one at a slower pace and lower cost. As all SOAP integrations are converted to REST, the middleware can be gradually deprecated, and the system can run purely on REST.
